Dr. Rick Timbs is passionate about students, schools and equitable school funding, and he brings a wealth of educational and administrative experience to his role as executive director of the Statewide School Finance Consortium.
Dr. Timbs is the retired district superintendent of the Erie 2-Chautauqua-
-Cattaraugus BOCES in Western New York. It is comprised of 27 school districts (45,000 students). As district superintendent, he served as a representative of the Commissioner of Education and was often asked to address educational, institutional and financial issues in school districts across New York State. He also served as chair of the Western New York Joint Management Team, which consisted of all of the BOCES in Western New York.
He also served as superintendent of the Spencerport Central School District in Monroe County (4,500 students) and the Oriskany Central School District in Oneida County (820 students). He served many years as the Oneida BOCES Superintendents’ Cabinet Chair and President of the Tri-County Superintendents’ Association.
Dr. Timbs is a frequent presenter at workshops and conferences and has written numerous articles on educational development, use of data to improve instruction, educational finance, leadership and governance. As president and CEO of R.G. Timbs Advisory Group, Inc., he is a consultant to various educational finance entities and continues to provide a variety of research studies, development projects, strategic planning initiatives and mentorship roles across the state.
He earned degrees from Niagara County Community College, SUNY Geneseo and SUNY Brockport and earned his doctorate from Syracuse University. He served on the School of Education Advisory Board at Syracuse University and is a past president of the Syracuse University Superintendents’ Alumni Association.

A former superintendent and BOCES leader with deep ties to Western New York, Rick Timbs is a master of New York’s complex education funding structure. As executive director of the Statewide School Finance Consortium, which includes more than 400 school districts, Timbs is playing the long game to persuade lawmakers and the governor to get on board with an overhaul of the Foundation Aid formula, a key state aid distribution mechanism for public schools.
