The Foundation Aid spreadsheet demonstrates three things-

Identifies Save-Harmless districts (some will be new for 2023-24) (Note: zero increase in Foundation Adi between 2022-23 and 2023-2024) (No amount of Foundation Aid increase has been determined for Save-Harmless Districts; one will be proposed in the Executive Budget late in January 2023)
The deterioration of the rate increase in Foundation Aid for some Underfunded district due to changing Foundation Aid metrices and quite possibly changes in enrollment and TAFPW
The escalation of the rate increase in Foundation Aid for some Underfunded district due to changing Foundation Aid metrices and quite possibly changes in enrollment and TAFPW
